* The revision of licence fee will be subject to review after three years.
Note:-
(i) Offer below MRLF will not be considered for award.
(ii) The Quoted licence fee against MRLF shall be subjected to annual compound escalation @10% (Ten Percent) for subsequent years.
(iii) The successful tenderer is liable to pay over and above the quoted licence fee, all the applicable Taxes, Statutory levies, fees including service tax applicable at the rates declared by Govt. of India/ State Govt. / Union territory / Local authorities from time to time.
(iv) The licensee shall pay the charges for the consumption of the electricity and water consumed for advertisement display and/ or for the purpose of use of the said licence as becomes due and payable and in accordance with the directions of the Authority and at the rates as fixed by it from time to time.
2. Scope:
2.1 The scope of Licence is for, Hoarding/Pole Kiosk/Banner(Single face ) outside the New Terminal Building, Raja Bhoj Airport, Bhopal as per the enclosed Schedule of Premises.

Summary is given below:-
2.2 This tender/licence will not cover Advertisement rights Contract on car display / beautification of Airport / CCTV / Baggage Trolleys / Electronic Digital and moving displays, Electronic wall display (Video walls), Airport boundary wall advertisement, Kerb stone Advertising, Time and Temperature display, Ball ballon display, Multi screen scroller, Pillar wrappings, Festival / Event decoration in the Airport, Promotional Counters cubicles / TR Stalls / Counters, Multi Media advertisements, PBB(aerobridges) etc. for which AAI shall be at liberty to enter into separate commercial arrangements with any other parties as per the prevailing policy of the AAI.
3. Eligibility Conditions: The tenderers fulfilling the following criteria are eligible to participate in the tender:-
a) Reputed parties having experience in advertisement display business at transportation centre like airport, sea ports, Railways, Metro Rail Station of atleast 3 (three) years. (Scanned copies are to be attached)
b) The tenderer shall have minimum Annual Gross Turnover equivalent to 6 months amount of MRLF. In any of the last 5(five) financial years out of which at least 50% should be from Advertisement display business only. (Scanned copies are to be attached) However, for determining the Annual Gross Turnover the details furnished regarding turnover reflected in the Profit and Loss Accounts duly certified by Chartered Accountant in practice as submitted by the tenderer will be considered. The said certificate should clearly indicate the Annual Gross Turnover from the Core business (i.e. Advertisement display business) and non Core business (other business).
c) Any party either a firm or an individual falling under the following categories is not eligible: :( Scanned copies of documents/undertakings/affidavits are to be attached) Name & Desgn. of the tender issuing officer : Sunil Bansod AGM (ATC)/O.S.D ( Commercial) Page 5/31
i) Having undisputed dues (including interest on delayed payments) in respect of any of the International / Domestic airports / Civil Enclaves controlled by AAI exceeding one month's licence fee in each contract considered separately. Dues (undisputed) exceed available Security Deposit (for each contract considered separately.)
ii) De-barred/ Black Listed by Central Vigilance Commission, Central Bureau of Investigation and Airports Authority of India or undertaking/Departments like Railway, Defense or any other Department of Government of India, State Government or the CHQ/RHQ/Airports. iii) Parties facing action under Public Premises Eviction (PPE) Act, A.A.I. Amendment Act 2003.
iv) Parties either an individual or a business establishment, who has been ordered by Court of Law to pay the outstanding dues of AAI at any of the airports as a whole and has not paid such dues to AAI shall also not be eligible for the Tender.
v) A declaration on non-judicial stamp paper of Rs. 10/-, duly attested by Notary Public is to be submitted at the time of submission of Tender form. The declaration should contain all the above four item i.e. (i), (ii), (iii) & (iv) in addition the declaration should contain the details of contracts at all airports of AAI which the applicant has/had any commercial contract. In case of partnership firms, as it does not have any legal entity on its own, hence if two or more firms are having common partners then all these firms will be considered as single entity. The principle of implied agency of partner as per the partnership act of India has been taken or the guiding principle. Since the provisions are different in Tax laws hence different PAN card will not entitle the firms having common partners to be treated as separate entity for the purpose of commercial contracts in AAI.
4. Tender Documents indicating full details of the License is available on www.aai.aero & https://etender.aai.aero/irj/portal. The tenderer can participate in the bid on https:// etender.aai.aero/irj/portal by paying Non-refundable amount towards tender cost of Rs. 15,000/-,upto 1400 hrs. on 13/06/2012). Cost of tender fee will be required to be paid online through payment gateway, provided at the portal itself. The Tender cost can also be submitted through DD in favor of AAI (Scanned copy of DD is required to be attached.). Tenderers are also advised to get themselves acquainted for e-tendering participation requirement at "Guidelines for Bidders" for online guidance, register themselves at AAI etendering portal mentioned above.
5. Last date for the on line submission of e-bid is upto 1500 hours on 13/06/2012 (Scheduled Date) the Technical e-Bid and the Financial e-Bid shall be through online submission at eportal by the bidder. Document submitted as eligibility documents bid shall be opened on the same day at 1530 hours for the bidders who have submitted the Tender Documents. The Financial bid of the tenderers found to be meeting the eligibility and technical criteria shall be opened on subsequent days which will be intimated.
6.1 Only one bid shall be accepted from a single party either a firm or an individual. The proprietor of more than one company or firm will be considered as single party and one legal entity.

6.3 A sole proprietor having concerns under different names will be considered as a single legal entity. PAN card will determine the single entity criteria hence will be the basis for decision.
6.4 In case of companies, if the holding company and its subsidiary are participating in the same tender then a disclosure to this effect is to be made at the time of application for tender form. Also it will be mandatory for them to submit the basis and proof of the relationship during the technical bid stage.
6.5 In case a Foreign Company and its Wholly owned Indian subsidiary (WOS) Company are participating in the same tender then a disclosure is to be made during the application stage. Also it will be mandatory for them to submit the basis and proof of the relationship during the technical bid stage.
7. AAI reserves to itself the right to reject any or all the Tenders without assigning any reason thereof and to call for any other details or information from any of the Tenderer(s). 8. AAI reserves to itself the right to reject the conditional Tenders without assigning any reason thereto.
9. The revision in License fee will be subject to review after 3 years.
10. Clarification needed if any may be sent through e-tendering portal only.
